Although uncertainty always existed about whether HIPs would be implemented on the estimated start date, the Government planned to introduce a dry run of the scheme, on a voluntary basis, starting from July 2006. This was then pushed back to 1st June 2007, and was then postponed for 1st August 2007 for properties with four bedrooms or more.
Home Information Pack dry-runs were intended to help the industry test the various processes involved. Before this dry-run could be initiated, a number of policies and regulations had to be firmed up.
There is no obligation to use HIPs during the dry-run period, and the obligatory start date was meant to begin on the 1st June 2007.
However, Home Information Packs were postponed until 1st August 2007, from when HIPs would be required for the sale of any properties of four bedrooms or more. Smaller properties with fewer bedrooms will have HIPs phased in when sufficient energy assessors are fully qualified.
From 14th December 2007, all homes for sale on the UK market, regardless of how big or small, must have a Home Information Pack. Home Information Packs collect all relevant information that enables the house buying process to be safer, easier, and faster. HIPS bring together evidence of title, and energy performance certificate, local searches and a sale statement. Home buyers have the right to see a pack, and home sellers are obligated to provide one.
